It was result of Ethereum scaling. For example the Berlin fork increased the Ethereum block size from 12M to 30M the SLOAD opcode which HEX uses when calculating an end stake payout was increased from 800 to 2100, which makes the calculation more expensive to run. As Ethereum continues to scale through things like sharding, the cost will continue to increase to as a cost deterent to prevent misuse.

No. You said he did that intentionally... I highly doubt that. It's more than likely an unfortunate side effect. The idea that vitalik did it to hurt hex stakers solely is just silly.
