I think he's referring to a wallet from old Parity Ethereum client. It used to be the most popular Ethereum client, back when most people ran their own node. Parity wallets used their own standard to create a seed phrase that does not follow the BIP-39 standard and stored the private key it in an encrypted keystore file.
