Why would a validator offer 0% out of curiosity. and

how would one choose? is this uptime related

Validators are free to set a commission range from 0-100. There are things to consider when choosing a validator, which includes the commission they take, their uptime, and their support (is it easy to be in contact with them?). You just have to choose the one best suitable for you.

I did this in the beginning as a marketing strategy, very simple 😉 Some I think are running the node on existing infrastructure so it's basically free for them. Some silently increased fees recently after months using the lazyness of people to not move or they still are fine with the new fee since they had a benefit for month. So there are various reasons but 1 general important rule stays: Check your stake from time to time, bad things can happen but it will affect your future rewards only, not your initial stake and not rewards you received already.
