not that good for decentralization
Several reasons 1. Look at any protocol , after the first 40 or so validators, practically there is less impact as amounts fall off quickly 2. Therefore the main thing to do is to enable small participants to take part in the system 3. Casper uniquely allows small participants to participate by allowing on chain delegation. This means a) you retain your keys. And don't need to transfer tokens in order to validate b) this being so easy results in a lot more people validating c) validators are much easier to hold accountable as you don't need their permission to undelegate (as you retain your keys) 4. The results speak for themself, we have over 25,000 delegators contributing to delegation creating a very decentralized system with actual participation from small holders while they retain their keys 5. In addition all the above has resulted in one of the highest staked percentages in the industry (roughly 75% now)
