And what happens if demand for quant is so high that the 14 million run out? Will they make more tokens or will holders be rewarded for lending qnt to enterprises?

Clients pay in fiat and treasury converts to qnt.
Clients never need to know the price of QNT. In your $2000 QNT scenario, if a license is $1000, the Treasury will convert fee to .5 QNT. If the license is $20k, it’s 10 QNT

How many qnt does an enterprise require to access the network. How could a business plan for the future if there is not a flat fee?
Is it a flat fee though?. A business wouldn't be able to budget if the price is always changing

Various tiers to licenses, published prices for many of them…enterprise licenses will be much higher and based on usage. iirc, every transaction will require QNT, though surely many licenses would include a set number of transactions.
