Right now yes, but in the future you can use more than one core per chain, lowering block times, or less cores (just purchasing 1 of every 2 blocks for example). I think cores will signify the ability for anyone to tap into the security, and finalization that the relay chain provides. So conceptually its like fully decentralized compute power to utilize high quality blockspace. Also keep in mind some of these concepts have yet to be fully set in stone in terms of how the design will work.

hey, based on my understanding, it looks like parachains will be renamed to cores and there won't be any auctions. Instead, cores will be responsible for paying for their usage of blockspace. I anticipate that this change will have a significant impact, enabling more teams to deploy their projects on Polkadot
