I work for both and know for a fact that they do. SKALE and Ruby.Exchange have been working on bringing fiat ramps onto Europa; SKALE has just supported a Ruby.Exchange event a couple of months back: https://t.me/RubyExchangeNews/187; Ruby.Exchange always features SKALE ecosystem news on https://www.rexwire.net/; etc.

When I check on defilama I only see Ruby exchange built as a protocol on skl chain

Only Europa chain is on DefiLlama. DefiLlama is an aggregator of DeFi data. Not all SKALE chains are DeFi-focused.
