I am under the impression that Telegram has started to

restrict accounts based on the country they are in. Some users are finding they can't comment in the group but they are not on the banned user list nor are they mentioned in the moderator action list. They do all come from countries that could plausibly be restricted (Nigeria, Iran).

Some of those users also restricted from starting private messages

What can we do about this?

I think Iran is blocked by the government there, but the info online doesn’t have much after 2019 so I’m not sure what that means now. Do these users have @ usernames set and phone numbers/emails to verify the accounts?
