why not? that‘s why I‘m asking if those bugs have such a big impact. new bugs will occur in all stages of development, it‘s just a question on how much impact they have

You haven't understood: A RC (release candidate) is released, as soon as developers think they have a bug-free version of the code. If further bugs are covered after the rc-release, it goes back to the developers to fix the bugs. Then new RC. The final release follows after a bug-free release candidate. You are probably right when you say that development will never and and improvements will follow, but that doesn't mean that the "first version" should have known bugs.
