Is this claim true from your perspective?
It's non-sense. Casper has 100 validators, and more observer nodes on top of that, all operated by many independent entities and individuals, spread across various datacenters around the world.
One claim by ICP is that entire websites and Dapps can be hosted on ICP, while no other blockchain offers this feature I am not a dev so i may be misunderstanding some basics, but any help to understand would be amazing
Every chain has their advantages and disadvantages over others, based on the use-case. I don't see it very useful to prove/reject claims of another chain here. Those are their claims for their use cases, so they need to prove it for the ones interested. I answered above just because "all other chains are centralized" is a non-sense claim.
Important to differentiate between centralized/decentralized consensus vs data storage. You can have the most decentralized decision making and store all your assets on AWS. Where ICP's claims might prove thin is that their solution is meaningfully more decent. than AWS.
