Builders should get a percentage of the transactions fees which their dapp on reef generates otherwise they won’t come. And the other part of generated transaction fees should be burned to offset the staking rewards.

Reef provides the blockchain; the Reef team's focus isn't on building dapps. Just like offering a parking slot for rent doesn't require building the car itself.
