My understanding: Casper Labs is a company, so their percentage belongs to the shareholders. Team can include people simply working for Casper Labs and this percentage is part of their compensation.

When I worked for a startup, we received both equity and options as part of incentives. I would assume team at crypto startup would see something similar. Helps attract top people.

In any case, these numbers are now outdated. The amounts held by the various Casper - associated entities add up to less than 20% of the total supply (as seen in block explorers).
