Kind of, but in practice there's no case yet, as Richard hasn't been served yet. It's more or less a nothingburger, from one side because HEX and Pulsechain are DeFi, and from the other side because it is a civil lawsuit against a USA non-resident. It may be a good extortion attempt, but as far as the legal aspect goes, it is a waste of time.
I am not so sure about that anymore that it is a nothing burger. I am rather confused in this matter why did CZ enter Seattle Courthouse he is also a non USA citizen but did get charged by pretty much all agencies and does what he is told. It is however the case that Richard has not been served by the SEC in his case so I do not really understand what is going on. I am waiting this one out until there is more clarity.
That's a totally different situation. CZ wanted to get Binance access to the USA markets and was willing to pay a 4B USD bribe to get there. So it was just a matter of arranging a legal way to pay his way there.
