As well, there will be costs associated with running one. I think the question of a minimum stake is moot. When it's an option, people will have to decide if it makes sense for them.

I think not. I do also think that for a rcg to be economically viable a minimum is desired - this is up to the the market though, to a degree. But to maximise the decentralisation (quant goal) the barrier to entry needs be as low as possible.
