I have a question, Why can't someone copy and create a

copy a version of Tornado Cash that is completely decentralized and anonymous that can't be shut down by government or any entity and have it run on pulse chain?

You already have Tornado cash on Pulsechain, but the unit size allotments are kind of useless due to 1Mx decrease in unit size. You also have a fork of Tornado cash there, but last time I checked the anonymity set was tiny. And that's why forks don't work. They need a large anonymity set to be useful.
