Gas fees will prevent spam attacks at some point. Sending hundreds or thousands if not more transactions will add up a lot of gas fees over time and if individuals are willing to pay more they can become costly.

Dust attacks can't be prevented unless the attacker isn't willing to pay for the gas fees. To prevent getting scammed through dust attacks, the user always have to check the receiving account and not just blindly assume that the last transaction was theirs.
