Ofcourse. Assuming Reputation = Merit Score while HP = Voting Power. The higher the Merit score the higher the Voting Power
I wouldn't say that current reputation = merit ... but it does somewhat loosely relate to "experience" in the community. Not ideal, but perhaps a mitigating factor - you get some hard working but low HP south americans who would get a bigger say in governance if it included reputation than if it was only based on HP. Based on HP, you get some secretive, anonymous whales who are at the top of the pyramid of HP and their activity is very low (to nil), it's hard to argue in favor of them deciding everything ...
Doesn't upvote get you higher Reputation? If it does then I wonder why that should be instead of Trustworthiness = Reputation. I assume the upvotes are given to posts "liked" by hivers whether they're of good quality or not, otherwise there will be checks to prevent upvote (and downvote) abuse. But we can make things fairer by reworking the upvotes to translate to Correct, True, Approved etc, so hivers can focus on creating solutions/works that need to be verified by other hivers with either upvotes or downvotes and with remarks on why the votes were given...this will also enable others to verify remarks/votes for correctness. Solutions with little to no issue get higher Merit points...That is basically how Merit should work. We could redesign Reputation to simply mean Trustworthiness so that whenever you notice or transact with a trustworthy hiver, he/she can just recieve some Reputation points from you with reference to why you did so. Don't worry about a South American or some other region of the World with different mindset getting more say in governance with this method. It is not going to be that easy since alot of knowledge and understanding of issues are required. The most knowledgeable/wise people will likely fare better, and I think that's what really makes people rich or wealthy in a fair world. And I don't believe that it will affect the influence of Westerners on Hive, in fact they would still be at top of the food chain unless they are dealing with True Christians who I think are wiser but are usually very few in number
I don't "worry", don't get me wrong, it's the opposite.. I think there are a lot of low HP South Americans who have contributed a lot over the years to Hive and their opinion should carry more weight than what their lowish HP would allow them

I think that's human nature. If I put my money in a project (let's call it steem) I don't want to risk having someone who doesn't have "skin in the game" to come along and ruin the project ... So I'm going to rig the system by ninja-mining 45 000 000 steem for myself from the get-go
