It has nothing to do with the amount of XMR transacted. If party A send you XMR, they know which decoy output is real and not a decoy, then if you send to party C who knows what A knows they can guess with high probability that you were party B who received XMR from party A

There were proposed fixes if you watch the video. It has to do with splitting stacks into smaller chunks and not spending too fast or too long. Basically send your XMR to yourself a few times soaced out over a few weeks if you receive it from someone you dont trust

Also the devs said that there will always be heruistics (or best guesses) it is a constant thing we will always have to deal with. Basically if they fixed this there would open new heruistics we might not even be aware of, so understanding best spending practices is probably the best bet we have for now until full membership proofs are implemented.
