Could be maintained by the people involved in the projects

rather than some selected people no?
Maybe someone/a group of people can act as a main PO to create the base and maintain the general view but then all the backlogs can be created by the ones actively working in the projects, and everyproject i guess have their own POs no (product owners/people leading the project)

I was thinking also about introducing new factors to projects, such as ux/ui improvements, front end dev, all things that do not seem to have a priority or even be considered tbh
