Which address is the customer supposed to be verifying? The

receiving address or the sending address? I assume the sending address. So if someone has to send me 1000 DGB and I give them the address on your platform, I also have to ask them to send another 1 DGB to verify the sending address? Seems odd and inconvenient. What is the use case that requires this verification and return of funds if not verified? I think a process like this would make me not use your platform.

They are specifically trying to stop you getting others to send to them direct.

Ideally customer should add address in advance and do satoshi test then receive deposit, but usually reverse happens but this is a different story. This is very inconvenient for users and conflicts with the sprit of crypto and anonymity I know but, these are enforced by FATF (Financial Action Task Force) and without complying with these requirements it is not possible to keep license and do business in a reasonable country.
