I'm only guessing here, but IMO B1 got screwed over once by trusting the word of New Lows, so I would expect he and his set of yes-men cronies would need to be replaced with people B1 could actually trust so that if deals are made, they are kept. I actually think this probably applies to a lot of tradfi folk who are aware of what happened here, and are likely closer to B1 than to the current ENF people, so their support is also likely non-existent for this chain...but again could perhaps change if a new found trust and opportunity were to present itself.

no because the ENF as it stands today is untrustworthy. Do I think B1 would consider supporting EOS again...yes I do think they would, but conditions would need to change drastically.
