Initially the all the seigniorage luna used to go to community pool and they could use to for activities like building apps and such. But now once burnt luna is gone forever. This is nothing but just a upgrade. The buring of luna was all our votes. If you go to terra station and hesd over governance and than check passed proposal no. 119, you can see the voting details.
