In theory on Kava Lend, but there is already a good mechanism to keep USDX from going much above $1.00, as other users can mint USDX on Kava Mint then sell it on the market at say $1.20 then buy more BUSD and mint more USDX and sell that at a profit in an infinite loop until the price of USDX was back down to close to $1.00 and at the same time increasing their USDX supply and Kava rewards

kava mint fixes usdx to 1, and busd also has 1

Yes, but is only has a max LTV of 25% compared to other assets which have a 50% LTV It will use a TWAP-720 price feed averaged over the previous 12 months, so if using as collateral need to beware that the value of your colateral is not fixed and may vary if USDX falls a little, although is much less volatile than the other assets (excl BUSD)
