it means that if you transfer Ether or ERC-20 tokens (DAI, USDT, etc) to Nervos layer 1, the token will first be locked in the ethereum smart contract and at the same time it will be minted the corresponding sUDT token at the Nevos side to maintain this ether. So in this case you do not pay fee. But if you transfer this ether back to ethereum, this sUDT token will be burned and the ether will be released from nervos for this transaction to succeed. A fee in CKB will be charged according to the amount needed of the sUDT you minted before. The CKB fee will be used to garantee the security of this called nervos force-bridge.
