It is possible if the majority of the network want to do it. The BPs could do it and they are elected by the majority of the token holders.... however that would be the end of EOS

No no.. there is no 14/21 waiting for one more vote. Luka was saying it is one proposal away requiring 15/21 to pass. I do not believe there is an active proposal for this now, is there @lukapercic
