I agree with nym on this, from a technical pov

is a nightmare if not impossible to accomplish it

Even if the devs find a clever way to do it, the exchanges after the airdrop is done and them not receiving anything can simply say "we actually were going to give the icy tokens to each users but we didn't receive anything" and now everyone is mad at the foundation

Another point is, what will happen to those 100m icy tokens? Will the foundation receive them? Will they be distributed to each active wallet equally? Or will the airdrop simply be 100m icy less?

There are too many negative things that can happen

Those 100M tokens would just never be minted. And yes, I agree that the default mechanism for airdrops is neither capable of properly identifying exchange wallets nor doing so dynamically, but perhaps the mechanism itself is fundamentally flawed if it knowingly creates all the conditions necessary for the airdropped token to immediately tank right from the start? Perhaps the airdrop had better been done as just another airdrip similar to BALN and OMM which both require users to check-in regularly in order to receive some. - Exchanges just wouldn't bother doing that.
