If I told you there were an 'algorithmic' way to

stabilise everyone's opinions wouldn't you call bullshit and say that you know this won't work without looking at it because opinions can only be managed with centralisation? Prices are just opinions. Not only can't they be 'stabilised' and remain P2P: they shouldn't be. Opinions as to value of money shouldn't be managed or controlled from above: this is the point of P2P cash.

That's a headache for another day but there is a way. However that is not the focus here. Don't get hang up on trivialities A centralised stablecoin will work in the short-term. What you should aim to achieve is to transition people slowly from what they are comfortable with (fiat) to what they are yet to get used to (BCH).
