Swipe is simply using it for card fees, it has no relation to SXP as a coin/token. Solar is what runs/manages SXP and it will be decentralised.

You can only vote from your own wallet. If you don't hold the keys to the wallet (exchange wallets), you won't be able to vote with that wallet. Voters can vote for a delegate. Voters make the decisions. More of this will be further explained in the whitepaper.
