Eosio is the common code base, not the EOS chain, which is just tbf first instance of an eosio chain. There are several instances and of course we like Telos the best due to its unique configuration in the system contracts.

Not an expert but because its a forked coin, it has its own chain with new devs upgrades. So EOSIO-Mandel-Fuckhorse whatever doesnt affect TLOS chain. (just my idea)

All software should be maintained. Eosio is open source bad maintained by b1. But if something happens with that you can just fork the software and be maintained by someone else. Originally telos had their fork of the eosio code maintained by the Tcd. Since it was just too much overhead and the only change was on the system contracts we decided to use the main release and have the Tcd work on the system contracts and more features like evm.
