Yes, is available. The first layer 2 solution is Godwoken, which is the first Optimistic Rollup account model built on top of eUTXO ever. Godwoken is 100% EVM compatible with Ethereum thanks to Polyjuice. Polyjuice is another framework and can be customized to accept any VM, for example Libra Virtual Machine, Cardano Virtual Machine, etc. Godwoken has been around for two months. In fact right now there is an IDO (StableKoi) going on at YokaiSwap, the first DEX at Godwoken. And there are already several applications on mainnet.

The team is working on Axon, a sidechain. Alan Szepieniec, researcher at Nervos, is helping to create Polygon Miden with the Polygon team, it's a stark based opensource zk rollup. The team is also studying state channels and payment channels with Fiber, etc.
