Like @TicoJohnny says, ATOM is the gas for the whole system and everybody will be using it for things like IBC. If you didn't want IBC, you'd probably develop elsewhere. Also, I don't know the politics here, but if you're not airdropping to the community or providing some other stellar value, they're probably not going to vote to incentivise your LP pools.
