Well it's custom so there are many ways to reach consensus. One channel may not have the same needs as the next. I suggest you read some of @SethVi Medium articles.

Think of the Hypergraph as a layer 0 network that can connect and integrate any layer 1 network without imposing any specific requirements around how consensus is conducted. I don’t know from the perspective of the developers but is this a good or bad thing? I mean, isn’t this an added work for the state channels or is it like in a positive way since the freedom of choosing their own consensus mechanism is a good thing “tech wise?”
