It's comparatively easy to split a PoW chain. You just make a small protocol change to break concensus and the miners on one chain will go forward in their direction while the others will fork away. But generally it creates little value. Users get a new coin but no one sees those as worthwhile anymore.

The code is all open source so it could be used to launch a new Telos. Of course the real value in Telos is the work, community etc. You could launch a new Telos but you wouldn't get me, Jesse, Justin, Erika etc. Forking the actual chain would be very difficult both because we have a governance system that lets us better maintain consensus and heal rifts in the community, and because to physically split the chain into two working chains you need 15 of the current schedule's 21 BPs to support each chain. So 9 of 21 would have to want to chainsplit (create two chains) which seems ridiculous.
