import is used to access your wallet with the help of your private key and password. recover is used to reset your passowrd with the help of mnemonics. without password you can't import. without mnemonics you can't recover.

So on my laptop I had my terra wallet, now my Laptop is not turning on. So on a different pc I’m trying to access my wallet and when entering the seed phrase it’s showing me a different address that is empty.. Am I doing something by wrong ?

you should set the index as 0 while reseting your wallet.

if that also got your different adderess with zero balance. sometimes, recovering your wallet with https://legacy.station.terra.money/ works. remember to try to set wallet name same as before and index must be 0.
