Mhh.. I've heard that, due to sanctions, Venezuela does not have the necessary income to maintain the oil infrastructure. I've even heard stories saying that new oil can not be pumped out of the ground due to the machines needed for that being too expensive (and Venezuela not having enough income to pay for their maintenance, again, due to sanctions).
