You can inspect the RSV vault at all times here, and you'll see the exact backing of RSV by opening the "Token" dropdown. In contrast with Tether or Circle that apply off-chain backing, with RSV you can at all times check the chain to see if what Reserve claims ("1 RSV will always be backed by 1/3 TUSD, 1/3 USDC & 1/3 USDP") is true.

Why use usdc that uses off chain backing instead of say, dai or mim?
It's a logical question. I think the team assessed the risks of a default of USDC versus DAI, and while both are very low, they preferred USDC in that context. That being said, the current protocol is built in such a way where the collateral assets can easily be swapped for any other. If, let's say, USDC starts facing regulatory pressures, the protocol can easily switch out USDC for DAI (or any other decentralized stablecoin).
