- Rating System for the devs who are reapplying.(this takes care of establishing their reputation in the Community)
- Milestone based payment system will define the projects and expectations better, as well as limit theft, abuse, or miscalculation.

Educating and informing the people is definitely the responsibility of the project. But Pomelo could set minimum informational requirements.

There is no reason why just because someone raised X amount of funds, the community should give it to them in one block at the onset. They raised the capital with the promise of delivering X. The same community they presented the proposal to, has the opportunity and the platform through which to increase the probabilities of delivery of said proposal. Why wouldn't it take steps to reduce rugpulls, fraud, theft, or simply miscalculations and errors on the part of the applicants?

We should be more worried that EOS has almost become an empty space in the previous years. The current setup is fully auditable and is trusted by the 21 block producers.
