your RToken, I'm sure you'll get a lot of people on board (just because they want to support your idea). I suggest writing something up and posting on the "Potential RTokens" section on the forums (or the Discord). Here's a template to get you started:
1. Name
2. Purpose
3. RToken constitution/manifesto
3. Likely Collateral Types
4. Initial Collateral Basket
5. Risk assessment of the initial collateral (e.g. historic performance)
6. Preferred Insurance Ratio (# RSR staked vs. RToken's market cap)
7. Governance Type (e.g. centralized, DAO, simple token voting, other types of DeGov, ...)
6. What kinds of users would want this RToken?
7. Why might users want to hold or use this RToken?
8. Revenue source(s) (e.g. DeFi yields, transactions fees, ...)
9. Revenue allocation (initially deciding the % for RToken holders vs. RSR stakers, but also mentioning a preferred strategy for future revenue (e.g. build up a treasury for marketing efforts, paying developers, etc)).
10. What integrations in DeFi/CEX land would be important for this RToken to be useful to the likely users?
11. What does long-term success look like for this RToken?

may i ask if a person with non coding background could create rtokens?
I believe they could since they'll be factory contracts (like templates).
