There’s no need for a technical implementation though, it’s a proposal showing that community supports an off chain tax that can support burning a bit like what Mexc are doing. With regards to on chain burns, proposal 4080 covers this. We need the official Twitter of either Terra or Terra Classic to tweet that proposal 3568 passed and the community supports OFF CHAIN tax. Kucoin are waiting for news from the official terra team.

Yes no code changes are needed if it’s off chain like on a Cex like Binance. The exchanges need to readjust their transaction fees for buys and sells to 1.2% just for LUNC trading and send to the burn wallet like what Mexc are doing.

Assuming they actually have the code, nothing. A new proposal needs to be made and the vote will have to pass and if it's correctly implemented it will come into effect. Just it seems more popular to discuss why Do Kwon and Luna 2.0 are stopping all this and not the fact that there was no process to do any of this underway and people thought a piece of text will do something.

No, because nothing about the governance process has been changed. It is the same process to implement changes as it has been. All that is required is that it is done properly.

You are comparing the proposal presented by a company with leadership and dev team that validators have been working with for a long time to one that's presented by a random guy on the internet that doesn't have a dev team.
