Nervos has a primary emission that follows the BTC economic model, hardcaped and halvings every 4 years. The secondary emission is a fixed annual issue and therefore uncapped, this emission is an targeted inflation at those who occupy/use state in L1, for example a dapp. Those that do not use/occupy state, such as long-term holders who have their CKBs in the DAO, are not affected by this secondary issuance. Right now, as we speak, those who occupy a state are paying state income through targeted inflation, those who are in NervosDAO are not, and therefore it is common if they had hardcaped tokens (only the primary emission affects them)

Occupying cell/cells requires a flat amount of CKB. Regardless of what the price of CKB is. There is no monthly payment I think. Once you on this cell/cells they are yours until you no longer need them
