I mean they should start by fixing the issues with their main chain. Making a copy of subnets with EVMs isn't that difficult. However it won't have Avalanche consensus so it's going to be slow. You need to build all the developers tools to support the creation of new networks, they won't offer any customization of VMs etc etc.
