I truly don't understand the point they are trying...

There are numerous options and work arounds, if validators don't want to participate they can shut down their nodes and won't be counted towards the percentage. Their's no benefit for anyone from the status quo and a validator that doesn't want to participate sitting on what would then be a dead chain is no benefit for them. Separately from that all the feedback and info I've seen is that we're confident we have enough validators. There is alot of confusion and misunderstanding around this topic though which isn't surprising

Okay, but saying 30% is enough isn't really the same as saying "if enough validators quit then 30%" can make up the majority

I truly don't understand the point they are trying to make. If there's no sufficient consensus then the halt will persist until consensus is reached one way or another, unless I'm mistaken.
