how does flattening pay make this any different than we we have on EOS? Still plenty of incentive here for sybil, and even more so to pay for votes to move up the ranks.

if you don't flatten, then token weight can be concentrated, so token holders have no incentive to make more sybils, they just concentrate into one BP they control

I don't understand. If you have a lot of tokens under control, you make more BPs to collect inflation. We see plenty of that on EOS. I'm not seeing it (or at least can't tell) on Telos. The lack of flattened BP pay just seems to incentivise buying more votes.
