yes, suppose it really will be held, then maybe the first step is candidacy, the second is general election...
In any case, at some point we need a more solid structure in development/organisation/marketing and so on. In my opinion, putting a development team up for election every 3 months is not the way to stability. I could also imagine a permanent project leadership team, consisting of one representative each from the validators/developers/community.
