It's not hypothetical. It is 32MB / max tx size. But I don't remember the limit, but it is much smaller than the taproot hack.
anyway gonna rephrase the question, is there a formula where you can calculate how much blocks can be done with a constant amount of transactions, and basically keep the mempool free the varying variable would be the transaction count per hour
8 million bytes divided by the average size of your transaction. Typically people use 250 bytes as a nice average.
