Hi there. As far as I know, there is no plan to add a burning mechanism for Atom. Also, you should note that anyone can offer a plan and prepare a governance proposal to add a burning mechanism for the Cosmos Hub blockchain. So it's not up to a team to make a decision and adding any new feature to Cosmos Hub needs a governance proposal.
