Because the block explorers are not open source and etherscan, for example, can charge fees of around $1M/year and still have long lead times to onboard projects. This is why we decided to build our own. Also, we didn't love some of the available options. I'd say that telos.blocksscan.io is pretty good and I often prefer it to teloscan, but it didn't cover Telos until some time after tEVM launched and we had to come up with something.
I've spent some time familiarizing myself with teloscan, I like it does what it's meant to do 😊
