this specific proposal can truthfully be activated next month if the BCHN people simply include it. There is no need to push it in the november/may process since it doesn't require a coordination event, or even a hard fork. But the CHIP process exists, so its being used for this.

True, but then what would be the big update to look forward to in May 2024? I do not think we are in any need for the adaptive blocksize yet and will likely not struggle by May 2024. Hence, I see no negatives with waiting and going through the November lock in process. If anything, it may bring other implementations on board too and update their code as well.
