In the case of a criminal charge (which is not the case) if serious enough the international police will be used (aka Interpol) to hunt and apprehend the criminal in collaboration with local police.In a civil law suit, if required (very rare), USA will use its influence (every day weaker) to request the local police in the friendly country and that country would extradite the person of interest according to their local laws and mutual treaties, in the case of countries with no extradition treaties that wouldn't happen, I would assume all EU countries have mutual extradition treaties with USA. That being said, this has nothing to do with RH, a civil law case which, considering the precedents (like XRP) and the non sense written in the case (bogus allegations), it should go nowhere, although, the justice system in USA seems quite corrupted and misguided for some time now....
