notes on the latest version, and it says that the wallet.dat file does not keep the balance of the coins. Does this mean I’m not able to restore wallet.dat file to a new blockchain download?

Latest version of what? Wallet.dat is not used by many wallets since HD wallets became a thing. If you keep your seed phrase safe there is no need to keep any wallet file, you can always restore from the chain. However data like labels you made to addresses and TXs would be lost. If you use a wallet like Electron Cash though you can export them easily.
I no longer trust hardware wallets. Not after the ledger debacle. I prefer to keep my keys archived in my own way.

True I did not. I said "HD" (Hierarchical Deterministic) Which started in like 2012 iirc.
Ah, ok. My mistake. I’m not going to pretend I’m on any of the same levels as you guys. I am a casual, somewhat educated user, but not extremely knowledgeable like yourselves.
So I didn’t say what Tom just said before because you hadn’t said this before. I used to run Bitcoin Core and Litecoin Core and Bitcoin Unlimited, but seriously, just use Electron Cash, you don’t need to download and store the whole blockchain to self custody your coins. There are plenty of other simpler wallets, too, but Electron Cash can do anything the node software can do while the others are friendlier.
